Art majored in chemistry and physics as an undergraduate at Albion College (Albion, MI). He studied the ultrafast dynamics of size-selected, molecular and cluster anions as a graduate student with Dan Neumark (Dept. of Chemistry, UC Berkeley) and investigated charge-transfer and atomic solvation dynamics in liquids as a post-doctoral researcher with Ben Schwartz (Dept. of Chemistry & Biochemistry at UCLA).  Art joined the chemistry faculty at Johns Hopkins in 2010.
